There is no new ordinance or code regarding swimming pools in Union City.
There has been information given that the rules and regulations and fees related to installing swimming pools is because of a Borough ordinance. However, that is not completely accurate. The Borough does have a Zoning Ordinance that has some regulation for swimming pools regarding the location of the pool, but the majority of the regulations are from the International Property
Maintenance Code, the International Building Code and the PA Uniform Construction Code. The Zoning Ordinance is the portion that is regulated by the Borough.
For a zoning permit the charge is $35.00. However, in the case of a swimming pool there is NO charge. Also, for a Building Permit the normal charge is $150.00. Again, however, in the case of a swimming pool there is NO charge. There will still be a charge for the inspection which is not charged by the Borough but by the inspector.
If you are installing a deck around the pool there would be a fee for the permits, but not for the pool itself.
The International Property Maintenance Code states that “private swimming pools, hot tubs and spas, containing more than 24 inches in depth shall be completely surrounded by a fence or barrier at least 48 inches in height above the finished ground level measured on the side of the barrier away from the pool.”
